How MCCYN and MCCYN-PLUS payment works

MCCYN and MCCYN-PLUS are fee assistance programs, so payment works a little differently from a subsidy we bill directly. You pay your tuition upfront, the same as a private-pay family, and submit your monthly Benefit Form to the MCCYN or MCCYN-PLUS program to release your monthly benefits.

Once we receive your fee assistance payment from the military program, we credit that amount to your account and apply it to your future invoices. There may be a short period at the start where you pay full tuition while your first benefit payment is processed. After that, the credit keeps your account adjusted going forward. Credits are applied against actual charges only.

The Cost Worksheet is what sets your rates on file. The Benefit Form is what you submit each month to release that month's payment.

How fee assistance credit is applied

What happens if my benefit is more than what I owe?

Fee assistance is applied against the care your child actually receives. Your monthly benefit is credited to your account and applied to your charges for that period. If your benefit exceeds the amount you were actually charged, for example if a full-month benefit was claimed but your child attended on a drop-in or hourly basis, the excess is not refundable to you in cash. Excess fee assistance funds remain on your account for future care, or are returned to the fee assistance program. If you leave our care with a credit balance still on your account, that balance is returned to the program rather than paid out to you.

Why can't I be refunded the difference?

Fee assistance funds are paid to the provider to reduce the cost of care delivered. They are not a cash benefit to the sponsor. Refunding program funds to a family would be a misuse of those funds and would put both the family's eligibility and our participation in the program at risk. Any refund owed is owed back to the program.

What should I claim if my schedule changes?

Your monthly claim should reflect the care you actually used and the rate on your current Cost Worksheet. If you move between full-time, part-time, and drop-in care, contact us before you file so your paperwork matches your actual schedule. Filing a claim for care you did not receive can result in recoupment by the program and loss of eligibility.

Can I use drop-in or hourly care with fee assistance?

Drop-in and hourly care are billed at our published hourly rate. Fee assistance coverage for drop-in care depends on your individual authorization and your Cost Worksheet. A worksheet reflecting a full-time or part-time schedule does not cover drop-in attendance. Talk to the Director before assuming your benefit applies.

Your MCCYN Cost Worksheet

The Cost Worksheet tells the MCCYN program what your family will be charged. It covers our rates, any discounts, start and end dates, and your child's schedule of care. You and we both complete part of it and both sign it. This is separate from the monthly Benefit Form.

When you need a new worksheet

  • When you first enroll your child with us
  • When you change providers
  • When our rates change
  • At renewal

Submit a new worksheet at least 10 days, and no more than 60 days, before a rate or provider change. Price changes are not processed more than 60 days in advance.

How to complete it

  1. Download the Cost Worksheet below. It is a fillable PDF, so you can type directly into it.
  2. Complete the Sponsor Information section, items 1 through 4, and the child's name and date of birth.
  3. Give it to us. We complete the Program and Provider Information section, items 5 through 13, along with your rates and schedule of care, then sign item 18.
  4. Sign item 16 and date item 17.
  5. Upload the completed worksheet to your MCCYN account. See the upload steps below.

One worksheet per child. If you have more than one child in care, complete a separate worksheet for each.

How to upload it to your MCCYN account

  1. Log in to your account at MilitaryChildCare.com.
  2. Go to the My MCCYN tab.
  3. Scroll down to the Provider Information accordion ribbon.
  4. Expand the ribbon to reveal the yellow Upload Cost Worksheet button.
  5. Click Upload Cost Worksheet and upload your document.

Cost Worksheets must be uploaded to your MCCYN account. The program no longer accepts worksheets sent by email.

Things families ask us about the form

  • Enter either a weekly rate or a monthly rate, not both. If you receive a discount, the rate should show the discounted amount.
  • Full time means more than 30 hours per week. Part time means 11 to 30 hours per week.
  • Year Round applies to children 5 and under. School Year and Summer Camp apply to school-age children.
  • The form asks whether the rate includes lunch, or formula for children under 12 months. We will complete that with you.
